Whether or not they can sign him for free or for a fee remains to be seen, with the Manchester Evening News suggesting City could offer Eric Garcia and Angelino as makeweights in a deal.
In Spain, however, Sport believe that City would offer £89.5million, Bernardo Silva and Gabriel Jesus in exchange for Messi.
Another player swapping La Liga for the Premier League could be Real Madrid left-back Sergio Reguilon.
The 23-year-old has impressed Manchester United, Tottenham, Juventus and Inter Milan after a successful loan spell with Europa League winners Sevilla.
